The International Graduate Stream of the OINP allows international students with a Master’s or Ph.D. from a publicly funded university in Ontario to apply to the programme without having a job offer.

You’ll have two years from the day your degree was given to submit your application. Please keep in mind that you will not be able to apply until your degree is completed.

You must have settlement funds as an overseas student. If you are successful, the OINP will issue you a provincial nomination, allowing you to apply for permanent residency in Canada.

  4. Have legal status in Canada; Demonstrate language competency on an approved language exam with a Canadian Language Benchmark (CLB) of level 7 for English or French; Demonstrate sufficient financial resources to meet the IRCC’s settlement fund standards;
  5. Must have lived in Ontario for 1 year.
  6. Intend to live and work in the province of Ontario;
    1. No plans to continue education

You won’t need to present proof of settlement monies. This is only possible if you have a job offer. As you must have a valid job offer letter to be eligible for the province.

What are the requirements for the OINP’s Ph.D. (PG) Graduate stream?

Apply for the above stream with:

  1. Graduate from a two-year Ph.D. programme at a designated publicly-funded Ontario university
  2. Reside in Ontario for one year. In the two years preceding application
  3. Have enough money to meet the settlement fund requirements; want to live and work in Ontario
  4. Apply within two years of finishing your Ph.D.
  5. Have temporary resident status in Canada.
